Riivolution not functioning on PAL Wii U consoles

I've been working on what will likely be the final update for the Wii Sports Resort: Storm Island Modpack for a while now.
One of my top priorities is to get as many features working on PAL consoles as possible. So far, I've been mostly successful,
but I've been having issues getting things to work on the Wii U.

On PAL Wii U consoles, Wii Sports Resort doesn't work at all with Riivolution. The console always crashes when you try to load
the game with it. It crashes even if you load the game without enabling any mods. On a PAL Wii, everything works properly,
but nothing works at all on a PAL Wii U. From what I've heard, other games also have this issue.

Is there a reason why this specific game works with Riivolution on a PAL Wii but not on a PAL Wii U? Is it something that can be
fixed, or is it a deeper issue with the app's source code?
 
Just a hunch but it might have something to do with the Wii Motion Plus video, back in the day this used to cause compatibility issues with USB loaders because of IOS reloading and people had to use workarounds like alt dol to load directly into the main dol and skip the video. Might cause similar issues with Riivolution? Not sure why it would work on Wii but not Wii U though but perhaps the Wii has already "seen" the Motion Plus video and has the flag set but the Wii U does not.

Unfortunately, the same thing happened even after changing the "seen" flags for the Wii Motion Plus videos. But thanks for the insight!
