Hacking So i ran the downgrader ....

he is on 3.1 the IOS16 and the cIOS_fix.wad is not needed, just the FU**ING cIOS36_r7 Installer, do it and then use the cIOS Downgrader 1.2, do not misslead others if you don't know what to do...!!

yes they ARE needed! He can install cIOS36_r7 latter
Trust me I had the same problem too just install the 2 wads and I got downgrader working.

if he is on 3.1 then why does he needs IOS16???? why does he needs cIOS_fix.wad??? he can just install cIOS36_r7 without having any error at all trust me, I tell you what, set your Wii to 3.1, uninstall your IOS16 and your cIOS_fix and any IOS249 that you can have, then install cIOS36_r7, and then set Downgrader to 3.2, and then you come and tell me that you need IOS16 and cIOS_fix.wad, pfff, do never misslead other if don't know how the apps work
