Installing all those IOS's in the highest slot isn't the best idea... Try rehack with modmii.
 
Not sure what to do with ModMii since I already have a bunch of stuff installed and whatnot. Thanks for trying though

Other cIOS may work for GC games too, but official support will only be granted for cIOS37rev19 or cIOS56rev20+.

So get one of those. Brawl does work on Neogamma. Neogamma uses cIOS only, darkcorp and etc has nothing to do with neogamma. If you have one of those cIOS and it still does not work, I'm wanting to put the blame on your disc.
Darkcorp is for launching from the disc channel. If you have it installed and your burn is good you should have no problems.

Disclaimer: I don't use backup discs, this is just going off of what I know. It could be slightly wrong but installing a cIOS won't hurt your wii, so it doesn't hurt anything even if I am wrong.

edit: I just read you can play single layer backups fine. I imagine it's just your burn of the disc that is the problem. Unfortunately I can't tell you how to burn it since I don't use discs. But maybe somebody else can help you make sure you're burning it right
 
An update of sorts:

My friend tested the .iso on USB Loader and it worked.
I burned Metroid: The Other M and the disc loaded to a black screen

Could it just be that the .isos are no good?
 
if it works from the usb loader, then the iso is fine.
if you have the right cios for neogamma (see my previous post) and it won't play it, it's gotta be the discs themselves. and since you say you only have trouble with double layer discs, it's probably that.

I've never burned a disc, but I know for a double layer, you would need a dvd9 and I think there's something about a layer break. as you can tell, I don't know how to burn the disc, but I would make sure you're burning it right. make sure you have a double layer disc and have the layer break right. at this point I would just google, I'm sure someone's asked how to burn brawl before.
