That's a kind of sophisticated explanation.
But all I did is just read dev's readme.md.
In the most recent one "0.4.2b" it clearly says:
"+##IMPORTANT: DO NOT USE THIS TO DOWNGRADE ON N3DS, AS IT HASN'T BEEN TESTED YET AND WILL LIKELY BRICK!"
Anyone dumb enough to try it without a hardmod - whatever floats your boat my comrades ... OR SINKS IT! haha

I have rechecked and downloaded the right 9.2 files off that certain site. Have made sure they are for the N3ds which I have and correct system version but still get that message.

Guys check if the mD5 and SHA checksums match and I wouldnt recommend using any Download Managers etc as it may corrupt part of the file.

It worked for me. Old 3ds xl 10.3 to 9.2.
What I did step by step:
1) attempted downgrade, got error, tried 5 more times, no luck.

2) installed old version of ironfall to try and use ironhax.

3) ironhax gave me an error, so i couldn't install

4) I rebooted holding L ( to open homebrew on start up using menu manager)

5) attempted downgrade, no errors, all cias were installing.

6) 3-4 minutes later my 3ds rebooted, all my home icons were large (default) which was strange since I made them small. I also got a couple of notifications about setting up my 3ds. I knew something had happened.

7 I checked settings, and it was 9.2, it worked..., finally.

So you're saying that the best mode to perform this downgrade is using themehax? i was wondering if the acces thing make some difference?

@TheStoneBanana OP can you put up a warning recommending new3DS owners to exercise caution and perhaps wait a couple days before attempting to downgrade.

It's starting to look like we're getting more bricks than successful downgrades.

Devs like @Steveice10 are working hard on new sysupdater builds to eliminate the risk of bricking.

So new3DS users please hold off for a day or so while the tools are made safer.

Even if Nintendo release 10.4 tomorrow you'll still be able to downgrade if you stay on 10.3. So there's no urgency to downgrade right now.
