Is there any way to make a tool so I could use my DS writing pad as a signature pad on my laptop?

you know like the kind at banks and stuff

use one of the many drawing apps, draw your signature, save as PNG or wahtever, and transfer to your pc.

DSNotes would probably be the easiest to do that with. Sign your name, press one button to save it, then transfer it to your computer. Unfortunately there are no programs that make this any easier (for instance, none would be able to send the signature to your laptop through wifi, you'd have to use a separate program for that).
