I know you need a EZ 3 in 1 expansion pack to play GBA Roms on the DS, but where can I find a EZ 3in1 for DS lite at a low price

While that might have a fast shipping time but ds cart shops, price angels and several other online stores sell it for cheaper.

21 bucks is still pretty cheap. And you'd be surprised by the number of people who are willing to pay the few extra bucks, if it means having their product in a few days.

The way I see it is the site sells it for MSRP and it isn't really a low price because of that. Also they might not offer free shipping for the item so it might be higher then 21 which they usually say if it a item has free shipping so it will be higher then 21.

They don't offer free shipping on the item so it is well above MSRP if you include shipping.
