I don't know how exactly your question is meant but the answer is yes. Only why would you want to do that? You can copy the game directly to HDD.

Do you mean things moved to the SD card by the SM or put there by the shop channel? Yes it's possible but no one has bothered making a tool to do so.

You can just dump the nand FS to the HDD.
