Any ftp cia or homebrew app.
The on windoes just open up a d folder, then type in ftp://ipadress/port
Ip address and port is give to you by the ftp app.
Normally 192.168.1.(1 through 255)

I am looking fir a ftp app the doesnt need a reboot after launching tho

just tested the ftp-gmx that was suggested and it does not reboot after using it. max filespeed is 2.3 MB/s for me.

Yes, but sometimes when i transfer files, the debit is not maxed. If i use this it'll instantly maxing up my debit.
what do you mean by "debit"? I just overclocked using NTR 3.3 and the transfer speed is still the same. the router can handle much more.

I mean max file transfer speed. ;)

Sometimes it's the maximum and sometimes it's not, when it's not raising up the CPU clock restore the maximum.

what is your maximum? I cannot get more than 2.3 MB/s even when the 3DS is next to the router and no other traffic is distubing the wifi. so I suppose 2.3 MB/s is almost the physical maximum that the old N3DS wifi-chip can handle.
no wonder the eshop downloads are so slow... ;)

My maximum is 1.9MB/s (my computer's old :P).
But i didn't say that overclocking the cpu will raise this value.

I said that sometimes, instead of having the usual 1.9MB/s I'll have 700-800KB/s.
When it's the case, raising up the cpu clock with ntr will restore the 1.9MB/s.

so for small amounts of data transfer the FTP method/microSD management method are fine.

for transfering gigabytes and gigabytes of .cia files it is certainly better to get the card into an external card reader. (even my old usb2-cardreader can do 20 MB/s and is 10 times faster than Wifi).

I tested without NTR and it gave me around 2,3 MB/s. Seems to be the maximum the old 802.11g-Wifi on the N3DS can handle. Unfortunately it does not have 802.11N.
Max the 3DS seems to be able to handle is 2.9mb/s on wifi due to SD card write limitations

I know i have hit it

which is still kinda sad considering it could easily reach 10 MB/s on a modern 802.11N wifi.

where did you get that info on the SD card write limitations?

The wifi could easily get 5mb/s+with Wireless G (well close to it)

Also its well known the 3DS doesnt utilize the full speed of microSD cards 3mb/s seems to about the write cap. If im correct it either a limitation set by software or it has to do with the SDIO controller
I know i read it somewhere

10 MB/s will be optimistic on a G network, since 54 Mbit/s is the theoretical maximum you can get, which is not even 7 MB/s. But even that would be way more than the 2.x MB/s I am getting. so your theory about the controller limit might be right, unfortunately.

You missed it before all the FTP home-brew apps got a Major update, before the 1.4mb/s Cap my transfer speeds would cap at 150kb/s

By reboot, I mean in order to exit the program i have to reboot the 3ds.
I use FTP-3ds but i will give gmx a try

here you won't have to reboot.
