ROM Hack Script/Translation Editors

Are there any good programs to change/translate the script in a game?
One problem I have is, if you open up a file with the game's script in it in a normal program like Wordpad or Notepad, it appears all garbled, with various letters replaced by weird symbols.

For instance, "MY N@ME 1S %LBER^" would appear in the file, but in game, it would say, "My name is Albert."

I just want to change the text in a few games so I can make the characters say different things and whatnot.

The best thing to use, in my opinion, would be a hex editor. I use AptEdit, but there are others you can use.
