Scarlet dlc

So when I play on my CFW version of scarlet it does not let me access the dlc maps at all and when I talk to the lady it just says come back anytime even though I’ve never been. On my OFW it lets me travel but not on my CFW and I’m confused if anyone knows why I would appreciate the help. Yes I do own the dlc

Is you’re CFW emunand ?

You probably don't have the DLC on emunand.

Emunand is seperate the dlc likely isn’t installed to it

So I reinstalled everything and it’s still not working for some reason. Do you know why this could be?
