Seriously, after you're Q has been answered more than 3 times, and u keep asking... we should start giving u bad advice to teach u a lesson, lol (i'm kidding by the way).... u know what should fix your problem? Try uninstalling the system menu... or installing a stub system menu IOS, or better yet, use any title deleter and just keep pressing A until everything is deleted, if that doesn't work, try Fox888's suggestion

fyi, if u have a stub IOS 249 installed, the cios installation will fail... but u shouldn't have any stub IOSs ASSUMING YOU FOLLOWED A GUIDE (which I am starting to doubt more and more)
