For making .cia/card1 savedatafiler export/import working with GW, you need to convert your card1 game to card2.

And if you want to use your current card1 save with the new CARD2 converted game, you need an MT-Card:
Load your card1 game & save with MT-card, export the save with savedatafiler, convert the rom into a card2 game, put the new card2 game in GW, use savedatafiler to import the save into the new card2 game

So if i understand well: you say that i need to convert game card 1 to card2 and then convert to CIA?
Because i've tried to convert merc 3d with card1to2 but savedatafiler always report "broken"... with cia version can work?

That's only for cartiridge images (.3ds files). Eshop games don't have this card1/card2 setting. They all save to the SD.
