The only way to have a "zero percent chance" of bricking is to get a hard mod, make a backup of your current sysNAND, then attempt downgrades.

It's never completely safe, there's always a risk involved. I've successfully downgraded two systems, an old and a New 3DS. But there are plenty reports of people ending up with bricks. The downgrade proces may even fail halfway through, leaving you with a weird hybrid firmware that's neither 9.2 nor the version you've started from.
If your downgrade fails, you may (not a guarantee) still be able to boot into recovery mode, which lets you update online to restore your system. This will always get you the latest FW, meaning you won't get another shot at downgrading (that exploit has been fixed)

We can't use another port for the hardmod? :/

I feel like then theres even the slight possibility of you screwing something up with a hardmod if you are new to something like that.

honestly, asking for a 100% safe way to downgrade is like asking this:
"Whats the safest way to go skiing? don't ski."

There is a risk doing it yourself, but there are members on here in the US and Europe who can do it for a reasonable price. And if they mess up their work, I'm sure they're willing to make up for it.

true, but as I said above, still the same:
