I believe that file is only for loading 7.x or higher emunand when your sysnand is under 7.x, I don't think it's required for rxTools to install itself successfully.Have you the "slot0x25KeyX.bin" on root of your SD cart ?

I have tried many tutorials and many rxtools versions.
I have also tried different firmware.bins.
Everytime i try to start rxTools it trys to install the dataSuite but fails on the 3rd Dot.
I have also tryied it with the firm folder but with no luck.
I have no idea what is wrong with my system.
When tried to install CakeFW it worked, but when i boot into FBI and want to install a CIA it also fails.
On the configuration Site of CakeFW i've disabled the Signature Check.
Its very strange how my 3ds reacts to Homebrew.
My Firmware is 9.0.0.20E.

I saw reports of other users with this problem too, and I know some older versions of rxtools work fine, no error whatsoever. So, if this is the case your 3ds is fine and your installation method of rxtools is fine too. I don't know why this happens thought.

Yes, you can access rxtools menu if you hold L in the "installation data suite failed".
In advanced menu you can access pastamode (devmode). That should let you do whatever you may need. Be careful.

Oh snap. I didn't got you the first time. You'll need to inject FBI into the health and safety app in sysnand. Don't worry, after the 9.2 update health and safety will be back to normal. Make sure you are using the last working rxtools and that you are running sysupdater from pastamode/devmode. An update in sysnand in rxmode (normal rxtools mode) will cause a brick. Make a nand backup before doing anything and after updating correctly. Triple check the update versions (is different for o3ds and n3ds y'know).
A nand backup will help you recover your system from the brick through a hard mod, so it's worth it big time.
