If you mean booting offline, yes, with autoboot (on 9.0-9.2 firmware) or with the DS profile exploit with downgraded settings.

Can't do that. you boot with a boot.3dsx file. replacing the homebrew 3dsx with RXTOOL modified 3dsx.

Are you using MenuHAX?
You can start with that it comes in the starter pack.
Make it so you boot with L from the 9.2 downgrade tutorial and put your 3ds sd card in the computer, and rename the modded rxtool.3dsx(check spoiler) to boot.3dsx and thats it. boot while holding L and you boot into RXtools

I launch RxTools in HBL first thing is "Installation failed press any key to continue" then that message (the Native firm one) then the same native firm message when pressing stuff like Boot Emunand
