I currently have access to a 3DS at 9.2. I am trying to dump my own copy of Pokemon Y to extract its header. Can someone provide me or link me instructions on how I would run the Gateway exploit without the actual flashcard so I could dump the ROM?

If that's all you want to do, just put Gateway's launcher.dat on your 3DS' SD card, and then go to the Gateway exploit site (or one of the billion mirrors), then pick dump ROM or cartridge (I can't remember its exact name). You don't need a Gateway to use any of the features, except for Gateway mode, and Classic mode.

Another thing you can do is downgrade to 4.x and use this

nah you can find lots of working ones if you look carefully
