ROM Hack ROM hacks as .cia update files

When making a ROM hack, is it feasible to make a .cia file that acts as a game update? This would be a significant usability improvement for people with CFW.

I would also release for HANS, of course.

that what i mean making one form scratch. if you can fill out all the data correctly in the rsf, i dont see why it wouldn't work.
