Well I finally got around to tidying up my rom hacking docs (the version/proper document I have on my hard drive rather than the mess I keep at the top of this forum section), spent most of the evening tidying it up/fixing links (although not very well) and I am forgoing the sister document on hardware hacking for now.
Before I publish it though I have a few areas to finish up/make presentable
3d hacking (looking at the DS)
tracing (an incredibly powerful GBA hacking technique)
skinny font (background graphics)
LZ compression
(Anyone that spoke to me before on such matters yes that is pretty much what I had to do last time and the time before that)
file format tricks (also a bunch of specifications but I can leave those out for now)
I am toying with including something along the lines of

http://gbatemp.net/t250680-compression as they do highlight some of the mindset that can see you hacking entirely new systems. I have done a lot on the 360 lately though and a fair bit on the wii so I will have to resist the urge to try and include them properly (endless redefinition of project aims will stall a project harder and faster than just about anything else).
Equally I have long (well since late May/early June) had plans for a minor rom hacks thread planned- "made a hack/reverse engineered something then publish it here if you want" being the rough motto (I just need to do a few example hacks to kick it off). As others have mentioned if you tried to translate a rom at this stage the chances of success are not good but if you set out to pull apart a rom and figure out what formats it might use the chances of pulling that off are somewhat higher.
If you really want to translate a rom then I suggest two things
1) You hack an English version of new super mario brothers (hint: BMG). I even have a Dutch translation on my site somewhere that I have had kicking around since 2006.
2) You improve advance wars dual strike- make Jake talk sensibly and I will afford you all the help you want.
