Hacking rom downloads

hi,
im new to this, ive just got a sky 3ds card and trying to download roms, tried *snip* and *snip*, when ever i go to down load the rom it will start to download the exe file then do security scan, them says .exe file cant be downloaded in the download bar. ive tried turning the microsoft securty off, what esle can i do?

You shouldn't turn off your antivirus... download from more reputable sites. They're not allowed to be linked here.

Also I recommend Malwarebytes - http://www.malwarebytes.org/ since you will probably need it to remove all the adware and stuff you get.
