I guess you could port DOSbox. I believe the PSP had a DOSbox port back in the day.

I'd recommend just getting an Android tablet and using DOSbox/QEmu/Exagear for Fallout 2, plus the Enhanced Edition of Baldur's Gate II from the Play store.

If it's of any help, Baldur's Gate 1 and 2 (Enhanced Editions) are on Android and iOS.
