That looks like the 'rgui' interface of Retroarch, but other than that, I am not sure what needs fixing? You could change it in Settings -> User Interface -> Menu -> 'ozone', that is the interface I'd expect to launch by default.
If that doesn't help, or if you didn't install Retroarch like this, I would try that first.
