i have two different regions of 3ds (Japan and Korea)

What about full screen, but with the correct aspect ratio? Like the normal Game Boy Color virtual console games? How do I do that? I want it fullscreen, but not stretched :/

Has anyone else had issues with certain colors not working for the Solid Color setting on the Banner? I'm trying to make the GBC in the Banner the same color as the Teal GBC using the hex #009489 but each time after I install it comes out as the default purple.
If I remove the "#", it removes the 0s. If I prefix it with "FF" (making it FF009489, similar to the default Purple color).
I previously made a .CIA using a Teal-color in an older version, but I'm pretty sure the hex color was different. My desktop was out of commission so I was using a VM at the time.
