You must use the proper descriptor. Anyway if you have issues with lpp-3ds, post them in lpp-3ds thread.

Try not to necro-bump.

It is most likely not in dev anymore. It is probably a bug that won't be fixed.

sorry i just really wanted to be able to use this app i wish more people out there would make homebrew for the camera

Looks like you have to download it from the 3ds homebrew archive section.
Then extract and place the NinjaCam folder in the /3ds/ folder on your SD card.

Edit: Nevermind. I just tried it on my New 3ds. It just freezes with a black screen for me. Probably too outdated.
