ctrulib seems to support adding jpegs, so with adding it to the lua library it should be possible.

Edit:
lpp-3ds even seems to support a bitmap(not jpeg) using a third param

Oh, I over read it, but I will check jpeg support in ctrulib itself.

Edit:
In ctrulib the image for the topscreen is working(at least with jpegs), but you need to use c/c++ or modify the lua library for this, and I used news:u with an cia version.

To answer your question, it lets you create your own custom notifications. That's about it.

IIRC 3dbrew DOES mention that the notifications applet has vulnerabilities, but the thing about it is you'd need homebrew to even put a custom notification on in the first place (unless maybe they figure out how to send one to a 3DS over wifi, if it doesn't need an encrypted connection, signing, and such), so if you have homebrew already, there's no real need to try and exploit notifications.
