Hacking Reinx Splash Screen Help

I'm trying to convert this image I found on a thread into .bin format for a custom splash. I Installed python and then tried to install pillow (I downloaded the one corresponding to my python version (3.5)) and it wouldn't work. Could someone convert this image for me into .bin format or is there another method I could use?
This is for Reinx CFW. edit: fudged some install stuff on the python end

"wouldn't work" is not very helpful, can you be more specific?

Right, after installing python I tried to install pillow 3.5 (added it to pathway) for windows and it told me It couldn't find my install

If you place a 1280x720 jpg/bmp/png in /Toolkit/splashes you can use ReiNX Toolkit to make it into a splash screen. That's how I did it at least.

You don't need to go through all this trouble. use reinx toolbox.
