Hacking Recent tutorial for region changing?

I've been searching around but can't seem to find any tutorial or information on how to region change a 3ds any time recently. I found a few outdated ones that are missing files.
The main reason I want to do this is to set up a EU and JAP region emuNANDs so I can send doodlebomb to every region from my US 3ds.
Anyone know where I can find a modern tutorial on how to accomplish this?

Ah, I somehow managed to completely miss that section of the guide. Welp I feel retarded.
