ROM Hack Rebuilding a CIA Game Update.

So I have been messing with Smash 4 update's (and game files in general) and now need a way to rebuild an update CIA. Any chance someone knows how? (Yes I have searched the forums, the only remotely close thing was rebuilding XYORAS patches, thanks @Asia81!)

I guess it's just a need to edit the rsf file for ssb, maybe I will try.
Give me a file that I can easily edit then quickly see in-game (I have SSB installed, but no save, not played yet).

    If your throat closes, putting oxygen in your mouth will not solve anything - as you will be introducing oxygen prior to the area of obstruction
