Hardware Reading but not Reading Games

Good Afternoon,

I purchased a semi non working 3ds off ebay, that doesn't read games.

I've checked the card reader slot and the pins are contacting the game cartridge as I can see the scratch marks on the game card.

I checked the pins and they are all there and not broken(checked with a multimeter).

I know the system is detecting the game card as pin 8 on the card reader is outputting 3.3V when a game card is inserted.

Is there something Im missing? I cant figure out why the system isn't seeing the games.

Edit - Im hoping to avoid sending it to nintendo since the firmware still works Neimod's exploit.
