After trying to get a translation, I've been told the warning is in Chinese.

pikadude, I thought since I bought it in Japan, that something like that would be the problem, but I reformatted it on an English computer and I have loaded the English 1.14 kernal on.

It's in chinese, and it says "firmware version not compatible".
I don't believe there's a japanese kernel actually. Anyway, you're either going to have to use the chinese kernel or patch the english one for use with the chinese card.

in japan you become an adult at 20 (18 in europe), so under 20 are considered minors

off topic:
If your tired of the commercialization and popularity of Akiba, another good Otaku site to visit is Nakano. It's a few stops from Shinjuku on the Chuo line. There is a mall there with 4 stories of Otaku stores, video games, hentai, figures, cosplay, animation cells, and pretty much all your favorite Otaku stuff. The building is called the Sun Plaza or something similar. Just exit through the south exit of Nakano station, walk into the market with the big archway over the entrance, then walk straight about 2-3 min. or so until you see an escalator on the right. Go up the escalator, and you'll be in Otaku heaven, only without so many Gaijin.
