ROM Hack Quick question about cheat.dat

I was under the impression that the cheats in cheats.dat were AR cheats, and that I could just copy-paste them into an emulator and use them. Reason I'm asking is, I tried is, and some of the codes work that way, and others don't. Help? Am I doing something wrong? I can give more info, if you tell me what the more info I need to give is.

Yes, I have read that thread before...that was where I found the cheat.dat file. I don't see anything in there that directly addresses my question, though. I already know that the cheat database is normally used with flashcarts. I don't see anything in there about emulators. Sorry if I'm overlooking something.
