Hacking Questions about .CIA and installing them

I'm completely new to this scene, and was wondering about installing .CIA files. If I have pre-made CIA files, would it be safe to install it, or would I need to create xorpads for my console first, convert the 3DS to CIA myself?

Cia made by someone else wilk work, you need to do this xorpad crap only if you want to convert 3ds file to cia by yourself
