The Japanese version works fine on my 9.5E emuNAND

Depends on your version. The badge functionality was only added to the home menu after a certain version, and even in 9.5 some of the features are missing like assigning icons to folders.
Until someone finds a way around NNID not working on older firmwares though, chances of making Badge Arcade work are zero.

Since you can update in different ways to specific versions i'd say no dont update
