No. Browserhax on its own only gives you userland access which does not have high enough privileges to allow for downgrading. You need ARM11 kernel access to be able to install legit cias, which would allow you to downgrade. Kernel exploits are a deeper exploit and much harder to exploit than userland exploits. Userland exploits usually only give you the same permissions as the application that's being exploited has; if you want to do anything beyond that, you need kernel access.
