Any steps to complete format wii to avoid the error

I want to format wii from scratch. then allow change ntsc to pal with any region changer. but this error is preventing the change.
I suppose that this thing must be accomplished with ohneschwanzenegger (to create a clean nand,with the keys of my wii and the boot1 vulnerable) and install system menu 4.3u.
any help is appreciated.
