how does dlc work? do i need wi-fi? or is there a way like downloading the dlc and transferring them to my pc?
what if i just copied the dlc off the internet and put it in my memory stick, will that work?

Yup, as long as it's in the same region.
All you do is put the DLC folders is PSP/SAVEDATA

I can download MGSW and Monster Hunter DLC just fine on my PSP with PSNlover.

Just download it the regular way, off the main menu.
