Hacking Question about Region Change

I have a europe secure info a and I have a US 3DS and I need to install cias but I don't own a gateway, Can I install the cias using Palantines CFW so I could go from 4.5.0-9U to 4.5.0-10E and boot it up using rxTools? I need to do this so I can install some europe legit cias and then play it on a higher emunand (9.6.0-24E)

That´s the theory.
I used previously rxtool staying legal with a emunand 9.6 u without problems
i don´t see how it could be different with a euro emunand
