Certainly. And i've deal with the Puzzle&Dragon - Mario Edtion - EUR with it on my JPN console without EmuNAND region change.
That would work for out-of-region DLC too.
The only downside is that you have to use its Locale Emulation plugin and set up folder on SD to get the region working.
You could search Google for term "NTR out-of-region DLC" to get the details of how-to.

At this point I'd be happy with just being able to play US cartridges on my JPN system.

Yes, exactly. If you're like a lot of us, and bought GW on release (before rxtools existed), then you can continue using it and install rxtools on the same SD card. If you find yourself loading up CIA only and not using the cheats, then it might be smarter to boot into rxtools instead. GW has a history of purposely introducing bricking and because it is not open-source, you can't fully understand when that bricking code might be invoked (there could be an underlying bug that causes it to get invoked randomly, even when not intended). Although you can run CIA stuff in either mode, why risk your system?

Why would you need to launch .3ds files? They are bigger size. Just convert them to .cia and I'll work.
And install them with FBI or devmenu.
Bigger? No. You can trim it.
And why? Because its much more convenient, and whole universe faster. And you don't have any problems with save backup/move.
.CIA installing would be time consuming. However when you have a high speed SD card for your 3DS itself, this doesn't take you too long.
It's not a matter of sd speed. I sandisk ultra (60MB/s write/read) and it is installin excalcy in the same time like on normal class 10 card.

On the topic of save, you have to remember to close out properly or your save is not saved. With CIA, when it saves, it saves.

Anyway gateway >>> cfw if you play/try lots of games, direct .3ds support ftw. Cia is nightmare to install and manage.
 
But but in .3ds games if you play online and have a public rom header you get banned.

Get a private header then, lol. I use my MH4G private header for all of my games, and it works fine. All you need to do is dump a retail cartridge through the GW launcher and extract the header with ROM Patcher.

Gateway does about everything that CFW does and more. However CFW is better for dumping retail cartridge savegames.

On the topic of save, you have to remember to close out properly or your save is not saved. With CIA, when it saves, it saves.

I thought this got fixed a long time ago. I might be wrong though.

Eh. Preference. I'd rather deal with cia installation over needing the red card.

As for which is better? That's up to you. Gateway offers its share of features. You get cheats, and 3ds file support.. So you drag and drop your roms onto the msd and boot via select.

Rxtools loses the 3ds file extension and cheats.. But they're not necessary. Everything else still works.

Since you've got the gateway card already? Stick with that.
