Certainly. And i've deal with the Puzzle&Dragon - Mario Edtion - EUR with it on my JPN console without EmuNAND region change.
That would work for out-of-region DLC too.
The only downside is that you have to use its Locale Emulation plugin and set up folder on SD to get the region working.
You could search Google for term "NTR out-of-region DLC" to get the details of how-to.
At this point I'd be happy with just being able to play US cartridges on my JPN system.

Yes, exactly. If you're like a lot of us, and bought GW on release (before rxtools existed), then you can continue using it and install rxtools on the same SD card. If you find yourself loading up CIA only and not using the cheats, then it might be smarter to boot into rxtools instead. GW has a history of purposely introducing bricking and because it is not open-source, you can't fully understand when that bricking code might be invoked (there could be an underlying bug that causes it to get invoked randomly, even when not intended). Although you can run CIA stuff in either mode, why risk your system?
