Homebrew Question about compiling RetroArch on Windows

So, hi GBAtemp!
I'm working on porting Mini vMac to the 3DS (or to be more precise the libretro version) but I have no idea how to compile RetroArch or any cores...

I know how to compile normal homebrew (say the HBL for example) but I'm stumped here.

I've git clone'd libretro-super from GitHub and ran libretro-fetch.sh (one hour later...) and ran libretro-build-ctr.sh but I just got a ton of errors indicating that the individual cores hadn't been compiled (I assumed it would do that for me?).

I tried libretro-picodrive and it crashed saying "/bin/sh: g++: command not found". (I'm using the devkitPro-provided MSys on Windows 7 x64)
