If you cfw an N3ds and have the otp file for another N3ds, is it possible to take the SD card from the cfw 3ds and put it in the 3ds without cfw?

Nope, that's not how it works.
If you try this, the 3DS without CFW will simply read the SD as normal, and won't care about CFW files

It's a good way to confuse where the otp.bin came from and cause a brick.
