Hacking Question about 3ds with 11.0 fw

The question is If I have a 3ds with 11.0 fw then I install .cias games without cfw(which i know it'spossible) If i update to 11.6 with all .cias game will all games still stay in the 3ds? and still playable? also can I install custom theme without cfw and without getting ban?

so your trying to install legit cia's without cfw, and you want to know if it will work on 11.6 right? just trying to understand your question.

if that is what your asking, than yes it should work, because legit cia's are universal, and they work on every console without invalidating the signature

There have been reports of a wave of bans being handed out to CFW users by Nintendo. To protect yourself, please do the following steps before starting this guide:

1. Go to System Settings, then “Internet Settings”, then “SpotPass”, then “Sending of System Information”
2. Disable the “Sending of System Information” option
3. Exit the System Settings
4. Go to your Friend’s List (the Face Icon in the top row of your Home Menu)
   • If you receive an error and are kicked out of the menu, the Friend’s List setting is already disabled
5. Go to the Friend’s List settings, then “Friend Notification Settings”, then “Show friends what you’re playing”
6. Disable the “Show friends what you’re playing” option
7. Exit your Friend’s List

Injection is probably more likely to get you banned, IMHO. Nintendo could start checking system title validity in the future. They've never updated H&S, but they could start doing so just to screw the inject crowd over. Besides, don't you think someone spending hours running "Health & Safety" is going to look more than a little suspicious? The only thing that gets sent while online is the current app you're running (this gets sent even if Spotpass and friends settings are off, though arguably you would have a case against them for using information collected illegally without your consent if they did ban you, so even though they don't respect the setting, it's good insurance from a legal standpoint). If you run a homebrew installed as a CIA that uses an invalid ID, that gets logged. Whether or not they will notice and mark you for a ban sometime down the road is anyone's guess. It may very well depend on things like how long you leave it running. Setting DNS servers manually may or may not prevent this (not confirmed). If you want to play it safe, just turn off wifi when running things like JKSM (you don't need wifi to backup your saves) and use the 3dsx versions of apps that go online, like Freeshop and CIAngel.

Regardless, it's not like Nintendo can detect that you have an exploit installed on your firm partitions. The key, I think, is to not do things that throw up a red flag -- play games/DLC before they're released while online, slaughter someone's Charizard with a Bulbasaur you just caught half an hour ago that's suddenly armed to the teeth with water and ice moves, etc.

You can install games at any time, installing the tickets and downloading them later won't make any difference.

the reason is because I can't access to e shop with outdated FW.
So if i install all the tickets that i want then update to 11.6 to access e shop to download all games without cfw.
which mean I don't need to worry about getting ban when using online cuz all the games come from legit e shop itself.
Am i correct? please reply if am wrong.

You could just update and use CIAngel then, or freeShop?
Edit: just noticed you said "without CFW". You can't install tickets (except a select few from legit cias) without CFW. If you are on 11.3 or less just install CFW. It doesn't take long and is very easy. And before you ask, the firmware limit for installing legit cias without CFW is like 10.6 or something so if you are on 11.4 or 11.5 you can't do that.
Edit 2: Your previous post says you're on 11.0 - just install CFW! And just to head off another potential question, if you use CFW to install some tickets and then uninstall CFW, they won't work anymore and any pirated games won't launch.

look if you are that afraid of being banned then buy a sky3ds and a cheap 3ds game (best buy sells duck dynasty for 2 usd). . . but really though with cfw if all you do is play games and dont cheat and or go online with leaked apps (/homebrew apps) then you wont be banned

No, not with cia games (not homebrew) (Yes if you use a Sky3DS and don't use a private header)
