this there any way to backup the save file from a retail cart of Pokemon ORAS without the need of any extra hardware such as power saves ?

If you can dump the ROM, the save file will be dumped with it.

So the rom can be dumped from the gateway menu.

but how to extract the save to keep as a backup and how to restore the backed up save back to the retail cart ??

You can extract the save file using savedatafiler. There is no way I'm aware of to restore it to the retail cartridge.
