PS1/2 PSX (on PS2) screen issue

I have a PAL slim PS2, and with uLaunchELF and a burned copy of Breaker Pro I've been able to boot PSX backups of every region without a problem. the only problem I have is that every backup I play has the screen very off-centre. at least one fifth of the screen is wasted as a black bar at the bottom, and there's a smaller bar along the right side. i don't know why, since my regular PSX games don't seem as bad, and the only PS2 game I've had such screen problems with is Metal Slug Anthology. does anyone know how to solve it?
I think my PS2 version is SCPH-77003, if that's any help

You're loading games that are in NTSC then. You probably need some sort of region patching.

i assume the only way to properly region patch is to re-burn the games; there's no tool to run in uLaunchELF or anything? The only thing I've found is NTSC2PAL (or PAL2NTSC. which do I use?) which requires re-burning games.
