ps2 90,000 mod from scratch?

can i mod a ps2 90,000
burn freemcboot in a cd put it in a ps2, copy files over to a memory card, etc....
from an unmoded ps2 90000

or do i need a ps2 fat/ ps2 70000 to mod a memory card, and put fun tuna in the memory card?

You can install FreeMcBoot onto an SCPH-90000 model, but this still requires a modchip.
