In Japan, Sony has partnered with NTT DoCoMo for 3G service. DoCoMo will sell pre-paid cards costing ¥980 for 20 hours and ¥4,980 for 100 hours of 128Kbps/64Kbps transfer. The 100 hour card includes a bonus three hours of high speed 14 Mbps download and 5.7 Mbps upload.

Way to screw early adopters, you can't even download a PS classic with that limit, come on at least have the decency of 500 MB initial max which can cover everything but Vita games and some PSP DDs.

People without wi-fi or those with bad wi-fi for some reason, some homes are really bad at getting wi-fi signal.

I have 3G on my phone and though its 'unlimited,' my limit is only 300mb per month. 3G is also slow and only acts as a last resort for light web browsing. 3G is horribly limited which makes downloading an absolute pain, the PSV 3G download limits isn't anything to get fussed over.

People in Japan who have used 3G for EVERYTHING for years. Which is why there is a general lack of wifi hotspots. And generally speaking, most people do everything on their phones, so they don't need wifi in their house for multiple computers.
Public Wifi (in places like Starbucks, for example) generally require you to have a monthly membership with the provider. There very rarely is stuff provided for free by the establishment itself.

Doesn't the iOS app store also impose a 20MB limit on 3G downloads?

I don't care anyway. Downloads can all be done at home.

That sucks for public wi-fi use, the rest I know is true.

The limit is there so 3G is not overused. It would be slow as hell if everyone was downloading a 4GB Vita game since there are no download limits set by service providers (they might of requested it) only certain amount of days until your 3G is up.
