do you get any messages from your monitor when the problem accrues like "out of range" or "no signal" or dose it just go black with no message, this is a long shot try to change the video resolution also make sure you have no
screen saver running also check your power saving options in windows.

has this problem just started today or has it been happening on and off for a long time.

was it gradual and got worse over time or has it been consistent.

The only way to know if it's your motherboard would be to try the monitor and video card on a different PC, if there is no problem on that PC then it sounds like the video side of your motherboard is toast,
if you buy the exact same motherboard as you have now and replace it with the faulty one you could do the RMA trick swap were you clam the new motherboard is faulty and when they ask you to send
it in for repair you send them the old faulty one. (YOU DIDN'T HERE THAT FROM ME THOUGH). and yes it works iv don it with GFX cards as well lots of people do it.

I have tried with another MB and the problem is still here! I am mad. What should I do?

I have tried with new monitor and new HDMI cable and still nothing...
Then either your wall outlet is old and not grounded properly / Something is using up your electricity in the house / one of your components is causing a short (try using a seperate hdd if the other stuff doesnt work) so try unplugging all non essential stuff from your pc and boot it up even with no mouse and key board this includes internal parts. If that still doesn't work sacrificing a goat should fix the problem but remember it has to be a black goat.

Hahahahhahaha tried in another room and still the same problem. Now I am going to hunt some black goats.

Yes, everything.
ok then then if you did everything i suggested that includes unplugging everything you don't need for the pc to boot the only thing left you can try is booting open air on a non conductive surface mobo and all
