32gb micro sd 32kb cluster size which might be my problem because default cluster size recommendation was 16kb in windows explorer.

i don't know what the right allocation size for 32gb is. Is it the default (16kb) because i quick formatted using windows then i formatted with aomei before installing a9lh

Use guiformat and do 32k allocation.

@TheTurkGamer, this may not be feasible depending on where you live and income, etc. But if you really want to get A9LH and CFW as soon as possible just buy a refurbished 2DS for $60 directly from Nintendo. I've bought multiple units refurbished from Nintendo direct and the highest firmware I got was 9.7 which was the N3DS XL I just received yesterday. The 2DSes came with 8.1, I bought those in November 2016. I'll guaranty you'll get a firmware you can install A9LH on.
