Celeste maybe? i made a thread about this but noone's replied to it yet, would probably be possible, and if the 3ds somehow can't handle the 3d mountain in the chapter select it can always be 2d

For the PICO-8 version, that's a maybe. There's a GBA version, so technically it's already playable on 3DS through use of the NSUI, but I don't see why a 3DS port wouldn't be possible.
For the full game... Really? You expect us to port a commercial game for which we have no source code? It's not only impossible, but also probably illegal and hurts the devs. This is an indie game. A port to 3DS would have to be officially made or sanctioned by Matt Makes Games, so consider asking them.

Wait, can you not access youtube from the browser in O3ds? from what i remember the video quality isn't that bad and it doesn't really lag

Only N3DS supports HTML5, so you can't watch anything on the browser and even if you had a N3DS, you would have to change the browser to mobile mode (or whatever it's called) and god knows when that stops working. For example, I recently tried to watch something on my Nokia 3310 and it didn't work, so a content app would be nice for the O3DS.

Edit: The O3DS had a YouTube app, but since September 3rd, 2019, they no longer support the app.

Would a PDF reader be possible? I saw the epub reader but all that converting didn't work out for me. Also maybe a music player with a good ui.

A Lisa the painful port that works similar to the diablo port where you place in game files from your copy to build the cia with the full game properly? idk in a Lisa mood and it seemed simple in graphic and idea
