It's annoying to keep taking the back off my 3DS to take out my micro sd card to then insert it into my laptop, transfer and then back into my 3DS.
Is there a utility that would allow me to connect to my 3DS from my laptop using wi-fi and transfer over files using that?

FTP. But transferring cia files would take sooo long it would be better if you took out the sd card instead.

If you're just installing games, it's easier to use FreeShop, but FBI's network install is reasonably fast too.

Thanks, I'm mostly looking to install rom hacks such as mother 2 maternal etc.
So it's not full cia's, just NES, SNES and GBA ROMS.

Well then go ahead, use FTP.

Never used it, is it really good? Much better than normal FTP?

It's a little slower than installing a CIA from the SD card, but not by much, and it copies/downloads and installs at the same time so you save time on copying, making it much faster than FTP and only a little slower than copying the CIA over from PC and installing it.

This version says it's been updated for FBI 2.x: https://gbatemp.net/threads/release-socketpunch-fbi-network-cia-installer-for-android-pc.412174/
Is that the same version you used?
There are numerous other clients as well, you can look them up yourself.

Nintendo's official SD management network app would work as well as FTP. Else you can install via FreeShop or by scanning QR codes. There really are plenty of options to install .cias now without taking out your micro sd card. Its pretty great.
