OBJs are for the specific purpose of destroying bones. So there's no rigging.
SMDs can be edited in Blender with the Blender SMD Tools. There are SMD import and export tools for 3DS Max, but the one that I use only works on 3DS Max 2012 and before.

That's not a great conclusion, SMD files aren't a Nintendo or Game Freak format, they're used by Valve. It's just one of the best file types to use when exporting animations.
